Since the announcement of charges for long-term accumulation of imported containers, shippers have actively handled these boxes. Seeing that the incentive could reduce the backlog of containers, the port authority postponed the charge.

In fact, the policy is only for imported containers, which means that export containers and empty containers are not bound by the policy.
However, shippers are wondering whether there will be a policy to charge for empty containers and export containers in the future.
Data show that there are as many as 70000 empty containers staying at the port of Los Angeles, most of which stay for more than 10 days.
Los Angeles chairman Seroka said that they are trying to deal with these empty containers and do not rule out the use of detention charges.
At present, the number of empty containers in the port has been increasing. As of December, the number of empty containers was 1% higher than that in the same period last year.
In general, the port has been delaying this charging policy in view of the improving cleaning of imported containers. Data show that since the announcement of this policy, the number of imported containers has decreased by 45%.
As American retailers run out of inventory, they will increase the amount of goods they import. This is bound to bring a new round of challenges to the port.
Faced with the pressure from empty containers and imported containers, retailers are worried that the port authority will start charging for stacked empty containers.
